Yes. The winner is drawn with your browser's cryptographic random number generator before the wheel starts turning, and every entry has the same chance. The spin is just there for the suspense; how long it takes or where it slows down has no effect on the result.

Put one entry per line. Blank lines are skipped, and spaces around each entry are trimmed. You can also paste everything on a single line separated by commas, like "Ana, Ben, Chloe".

Set "How many to pick" and the wheel spins once for each pick. The same entry is never picked twice in one draw. Turn on "Remove picked entries from the list" to take winners out afterwards, which is handy for raffles with several rounds.

With "Ignore duplicate entries" on, repeated entries count once, ignoring capital letters. Turn it off if repeats are deliberate, for example giving someone two slices of the wheel because they bought two tickets.

The list is shuffled and dealt out like cards, either into a number of teams or into teams of a set size. Team sizes never differ by more than one person.
